Ghana’s Oil Sector Roars Back to Life with Historic $3.5 Billion Investment Push – President Mahama Announces

After six years of stagnation, Ghana’s upstream petroleum industry is staging a major comeback, powered by a sweeping $3.5 billion reinvestment unveiled by President John Dramani Mahama.

This move signals renewed confidence in the country’s energy future. The injection, described by officials as the largest single-sector boost in recent memory, comes in two major streams:

Out of the amount, $2 billion will be committed by Jubilee partners to drill 20 new wells, expanding field development and reversing years of production decline.

The remaining $1.5 billion from the OCTP (Offshore Cape Three Points) partners is allocated to fresh exploration and production intensification.

The immediate impact is already measurable. Production at the flagship Jubilee field is projected to surge to 85,000 barrels per day (bpd), a sharp rebound from the recent average of 60,000 bpd, representing a more than 40% increase in output.

But beyond the barrels, government officials and industry analysts frame this as a strategic pivot. The investment is expected to ripple across the broader economy, strengthening energy security, creating thousands of direct and indirect jobs, and revitalising local supply chains.

The momentum doesn’t stop offshore. New appraisal activities in the Tano West basin are underway, while the expansion of the Sentuo Refinery is set to boost domestic refining capacity, reducing reliance on imported petroleum products and positioning Ghana as a refining and distribution hub for West Africa.

“This is not just about oil,” President Mahama said during the announcement. “It’s about industrial transformation, fiscal resilience, and a clear signal that Ghana is open for business again.”

With global oil prices stabilising and investor interest rising, Ghana’s renewed upstream activity could redefine its role in the region, moving from a struggling producer to a competitive energy and industrial anchor in the Gulf of Guinea.
